UTF-8 in webmail

My own name (seen when clicking "Compose New Mail" is scrambled, since the webmail doesn't seem to understand UTF-8 (which is what my terminal uses, hence, what I used for "bongo-admin ua --surname ...").

This is a known issue I'm afraid. Hopefully it will be resolved by the time the M3 release is out.
